The Public Limited Company FESTIVAL INTERNACIONAL DE CINE DE DONOSTIA-SAN SEBASTIÁN S.A. consists in equal parts of the San Sebastian City Council, the Basque Government, the Provincial Council of Gipuzkoa and the Spanish Ministry of Culture, Education and Sport. Its chairmanship is held by the Mayor of San Sebastian. The San Sebastian Festival organisation is headed by its Director, José Luis Rebordinos.

The San Sebastian Festival is accredited by the International Federation of Film Producers Associations, F.I.A.P.F. www.fiapf.com in the “Competitive film festival” category.

The 69th edition of the San Sebastian Festival will take place in the city of San Sebastian from 16-24 September 2022.

ARTICLE 1

The San Sebastian Festival seeks to make a positive contribution to the development of the film culture and industry.

ARTICLE 2

WIP Europa  is an activity for industry professionals which has the objective to enable the conclusion of European feature films at the post-production stage and to boost their international circulation.

The films are presented to an audience exclusively restricted to industry professionals: producers, distributors, exhibitors, buyers, television channels, technical industries and aid funds, among others, in order that they may contribute to their completion, distribution and public exhibition.

ARTICLE 3

WIP Europa is open to the submission of feature films (with a minimum runtime of 60’), fiction and no fiction, at the post-production stage totally or mainly produced in Europe.

ARTICLE 4

The films are selected by the Selection Committee of the San Sebastian Film Festival.

A final selection of 6 films will be chosen from the candidates submitted. The organisation reserves the right to increase this number where it deems appropriate.

The decision taken by the selection committee will be final.

ARTICLE 5

All films selected for WIP Europa will receive a certificate of participation from the San Sebastian Festival Management.

ARTICLE 6

The San Sebastian call for WIP Europa is governed by the following conditions:

• The producers or representatives of a film can submit their entry, free of charge, by duly completing the online submission form. To do this they must previously have accepted the conditions appearing in the Rules & Regulations.
• Copies accepted in the pre-selection process are: DVD, Blu-ray (zone/region 0) and/or a link.

• None of the material received will be returned. The envelope containing the material must be clearly labelled: “Material with no commercial value. For cultural use only”. The Festival will take no responsibility whatsoever for the delivery costs
• The Festival reserves the right to download films registered by means of online links for their offline viewing. Use of this download will be strictly internal and restricted to the members of the Selection Committee.
• If the film is not in the Spanish language, it must come with Spanish, English or Basque subtitles.
• A cut of the film will be required for the pre-selection process. The following will not be accepted: trailers, teasers or scene compilations.

ARTICLE 7

The films selected for WIP Europa will compete for the WIP Europa Industry Award granted by the companies Best Digital, BTeam Pictures, Deluxe Spain, Dolby Iberia, Laserfilm Cine y Video, Nephilim Producciones and No problem Sonido. The award consists of the post-production of a film until obtaining a DCP subtitled in English and Spanish and its distribution in Spain.

If a Spanish film, when registering in WIP Europa, were to already have an associated distribution company in Spain, said distributor would have priority to premiere the film. Otherwise, BTeam Pictures will be the priority distributor.

The film winning the WIP Europa Industry Award will also receive the WIP Europa Award consisting of € 10,000 for the film's majority producer.

The WIP Europa Awards-winner will be revealed at the end of the event in the Industry Awards Announcement.

ARTICLE 8

Participation in WIP Europa implies:

• Having duly completed the online submission form, which can be found in Industry section of the official Festival website: www.sansebastianfestival.com.
• The undertaking, accepted by all selected films, to include the WIP Europa logo in the credits of the final copy and in all promotional material accompanying the film. The logo is available on the Festival website.
• Acceptance of the WIP Europa Industry Award by the producers or representatives of the winning film.
• Not including the film in VoD platforms with the exception of cases where their use is strictly professional and has restricted access.
• Once the film has been selected, the copy submitted for screening at the San Sebastian Film Festival cannot be of a lenght greater than the double of the lenght submitted for pre-selection.

ARTICLE 9

Once a film has received an official invitation from the Festival Director, the producers or representatives of the selected films must confirm their attendance by duly updating, completing the online submission form no later than 7 August 2023.

The Festival will recognise the person who signs this confirmation as the sole representative in negotiating all aspects related to participation of the film in the event and as the sole responsible as opposed to other companies or individuals to have participated in producing the film.

Confirmation by the producers or representatives of the selected film means that they cannot withdraw their film from the programme and that they irrevocably accept all regulations established by the Festival Management.

ARTICLE 10

The invitation made to each film selected by the San Sebastian Festival will remain strictly confidential between the Festival Management and the producers or representatives of the invited film until such time as the Festival decides to make an official announcement in this regard.

The complete San Sebastian Festival programme and all screening times are exclusively decided by the Festival Management Committee.

ARTICLE 11

The producers of the selected projects undertake to confirm their presence and that of the film’s director during the event dates.

ARTICLE 12

The documentation required by the Festival for its press releases, official catalogues and website will be extracted from the online submission form, which must be duly completed no later than 7 August 2023.

ARTICLE 13

The producers or representatives of the invited films must send the selected copies to be screened at the Festival before September the 5th to the following address:

The format accepted for works participating in WIP Europa is exclusively DCP. DCPs must have been previously viewed and approved by the producer/ distributor.

The management of Version Files, the addition of headers, the generation of additional DCPs etc., are not part of the Festival responsibilities; given the enormous amount of materials it has to manage, the Festival cannot guarantee that this kind of rectifications can be carried out.

If necessary, the Festival Technical Department will send the server certificate to the producers or representatives of the film in addition to the coordinates for receiving the KDM (Key Delivery Message).

ARTICLE 14

The copies must be submitted in their original language version with subtitles in Spanish, English or Basque.

The cost of subtitling the copy will be the responsibility of the film producers or representatives.

The Festival will provide, and cover the cost of, electronic subtitling additional to the Spanish or English for films in an original language other than the aforementioned and which are submitted with subtitles in one of these languages. To do this, the Festival must receive a list of subtitles for the film in English or Spanish (as appropriate), in .srt or .stl format, with their timecodes and a link (downloadable) or DVD copy.

The screening of this electronic subtitling will be carried out by the subtitling company hired for this purpose by the Festival.

ARTICLE 15

The Festival Management reserves the right to reject copies found during control by its Technical Department to be unsuitable for screening. In the event of irregularities in the copies, the Festival Management will issue the film owners or representatives with the corresponding technical report.

The transport and insurance costs of the copies of selected films will be paid by the participant until their arrival at the Festival offices or at the premises of its customs agent.

The San Sebastian Festival will insure the copies from the moment of their arrival at the Festival offices or at the premises of its customs agent, until such time as they are returned.

If the film format is DCP, the cost of generating KDMs will also be the responsibility of the producers or representatives of the film.

The cost of returning films selected for WIP Europa will be paid by the participant. Returns will be made when all of the films selected in WIP Europa have been screened.

ARTICLE 16

The organisers reserve the right to make selection proposals, within their respective programmes, as regards films which have participated in WIP Europa.

ARTICLE 17

Accredited industry professionals attending the Festival will receive special attention by the Industry Department. Here, a team of professionals will provide them with all possible means to facilitate their work.

ARTICLE 18

In the event of disagreement (related to organisation or running of the event) or failure to comply with these rules and regulations, the Festival Management reserves the right to the final decision based on the F.I.A.P.F. regulations for international film festivals.

In the event of discrepancy in the interpretation of these rules and regulations, the Spanish version will apply.

All doubts arising from the interpretation of these rules and regulations will be solved by the San Sebastian Festival Management.
