The Public Limited Company FESTIVAL INTERNACIONAL DE CINE DE DONOSTIA-SAN SEBASTIÁN S.A. consists in equal parts of the San Sebastian City Council, the Basque Government, the Provincial Council of Gipuzkoa and the Spanish Ministry of Culture, Education and Sport. Its chairmanship is held by the Mayor of San Sebastian, Eneko Goia. The San Sebastian Festival organisation is headed by its Director, José Luis Rebordinos.
The San Sebastian Festival is accredited by the International Federation of Film Producers Associations, F.I.A.P.F. www.fiapf.com in the “Competitive film festival” category.
The 65th edition of the San Sebastian Festival will take place in the city of San Sebastian from 22-30 September 2017.
The San Sebastian Festival seeks to make a positive contribution to the development of the film culture and industry.
Glocal in Progress is an activity for industry professionals which has the objective to enable the conclusion of feature films in non-hegemonic European languages (all except English, French, German, Italian, Russian and Spanish) at the post-production stage and to boost their international circulation.
The films are presented to an audience exclusively restricted to industry professionals: producers, distributors, exhibitors, buyers, television channels, technical industries and aid funds, among others, in order that they may contribute to their completion, distribution and public exhibition.
Glocal in Progress is open to the submission of feature films (with a minimum runtime of 60’) at the post-production stage totally or partially produced in Europe and mostly spoken in the languages mentioned in ARTICLE 2.
The call is disseminated to the databases of professionals in the industry, in the media and through its web pages.
The films are selected by the Selection Committee of the San Sebastian Film Festival.
A final selection of 3 films will be chosen from the candidates submitted. The organisation reserves the right to increase this number where it deems appropriate.
The decision taken by the selection committee will be final.
All films selected for Glocal in Progress will receive a certificate of participation from the San Sebastian Festival Management.
The San Sebastian call for Glocal in Progress is governed by the following conditions:
The films selected for Glocal in Progress will compete for the Glocal in Progress Industry Award granted by the companies Ad Hoc Studios, BTeam Pictures, Deluxe Spain, Dolby Iberia, Laserfilm Cine y Video, Nephilim Producciones and No problem Sonido. The award consists of the post-production of a film until obtaining a DCP subtitled in English and Spanish and its possible distribution in Spain
The Glocal in Progress Industry Award will be announced once Glocal in Progress in over and a diploma will be handed over at the Festival Closing Gala.
The film winning the Glocal in Progress Industry Award will also receive the Glocal in Progress Award consisting of € 10,000 for the film's majority producer.
Participation in Glocal in Progress implies:
Once a film has received an official invitation from the Festival Director, the producers or representatives of the selected films must confirm their attendance by duly updating, completing the online submission form no later than 8 August 2017.
The Festival will recognise the person who signs this confirmation as the sole representative in negotiating all aspects related to participation of the film in the event and as the sole responsible as opposed to other companies or individuals to have participated in producing the film.
Confirmation by the producers or representatives of the selected film means that they cannot withdraw their film from the programme and that they irrevocably accept all regulations established by the Festival Management.
The invitation made to each film selected by the San Sebastian Festival will remain strictly confidential between the Festival Management and the producers or representatives of the invited film until such time as the Festival decides to make an official announcement in this regard.
The complete San Sebastian Festival programme and all screening times are exclusively decided by the Festival Management Committee.
The producers of the selected projects undertake to confirm their presence and that of the film’s director during the event dates.
The documentation required by the Festival for its press releases, official catalogues and website will be extracted from the online submission form, which must be duly completed no later than 8 August 2017.
The producers or representatives of invited films must send the selected copies to be screened at the Festival, 15 days prior to the date on which the event is due to begin, to the Festival Industry Club at its main offices:

The format accepted for works participating in Glocal in Progress is exclusively DCP. DCPs must have been previously viewed and approved by the producer/ distributor.
The management of Version Files, the addition of headers, the generation of additional DCPs etc., are not part of the Festival responsibilities; given the enormous amount of materials it has to manage, the Festival cannot guarantee that this kind of rectifications can be carried out.
If necessary, the Festival Technical Department will send the server certificate to the producers or representatives of the film in addition to the coordinates for receiving the KDM (Key Delivery Message).
The copies must be submitted in their original language version with subtitles in Spanish, English or Basque.
The cost of subtitling the copy will be the responsibility of the film producers or representatives.
The Festival will provide, and cover the cost of, electronic subtitling additional to the Spanish or English for films in an original language other than the aforementioned and which are submitted with subtitles in one of these languages. To do this, the Festival must receive a list of subtitles for the film in English or Spanish (as appropriate), in .srt or .stl format, with their timecodes and a link (downloadable) or DVD copy.
The screening of this electronic subtitling will be carried out by the subtitling company hired for this purpose by the Festival.
The Festival Management reserves the right to reject copies found during control by its Technical Department to be unsuitable for screening. In the event of irregularities in the copies, the Festival Management will issue the film owners or representatives with the corresponding technical report.
The transport and insurance costs of the copies of selected films will be paid by the participant until their arrival at the Festival offices or at the premises of its customs agent.
The San Sebastian Festival will insure the copies from the moment of their arrival at the Festival offices or at the premises of its customs agent, until such time as they are returned.
If the film format is DCP, the cost of generating KDMs will also be the responsibility of the producers or representatives of the film.
The cost of returning films selected for Glocal in Progress will be paid by the participant. Returns will be made when all of the films selected in Glocal in Progress have been screened.
The organisers reserve the right to make selection proposals, within their respective programmes, as regards films which have participated in Glocal in Progress.
Accredited industry professionals attending the Festival will receive special attention at the
Industry Club. Here, a team of professionals will provide them with all possible means to
facilitate their work.
In the event of disagreement (related to organisation or running of the event) or failure to comply with these rules and regulations, the Festival Management reserves the right to the final decision based on the F.I.A.P.F. regulations for international film festivals.
In the event of discrepancy in the interpretation of these rules and regulations, the Spanish version will apply.
All doubts arising from the interpretation of these rules and regulations will be solved by the San Sebastian Festival Management.
