Created in 2002 thanks to collaboration between the San Sebastian Festival and the Cinélatino, Rencontres de Toulouse, the Films in Progress section was born with the intention to back Latin American film production with aid to the completion of films at the post-production stage. A series of titles from Latin American countries selected by both festivals are presented to a group exclusively made up of industry professionals.

Ever since its first edition, Films in Progress has permitted the completion of outstanding Latin American films which have subsequently been presented and often won awards at major international festivals. Some of today’s most highly reputed Latin American filmmakers have participated in the section: Ana Katz, Celina Murga, Tristán Bauer, Federico Veiroj, Julio Hernández Cordón, Rigoberto Perezcano, Jorge Durán, Ciro Guerra and Sebastián Silva, among many others.

This professional initiative celebrates two calls each year: Toulouse in March and San Sebastian in September. The films, rigorously selected by the selection committees of both festivals, are presented to an international group of professionals capable of contributing to their completion.

The San Sebastian call carries the Films in Progress Industry Award: the companies Daniel Goldstein, Deluxe Spain, Dolby Iberia, Laserfilm Cine and Video, Nephilim producciones, No Problem Sonido and Vértigo Films assume the post-production of a film until obtaining a DCP (Digital Cinema Package) subtitled in English and its distribution in Spain.

The Public Limited Company FESTIVAL INTERNACIONAL DE CINE DE DONOSTIA-SAN SEBASTIÁN S.A. consists in equal parts of the San Sebastian City Council, the Basque Government, the Provincial Council of Gipuzkoa and the Spanish Ministry of Culture, Education and Sport. Its chairmanship is held by the Mayor of San Sebastian, Juan Karlos Izagirre. The San Sebastian Festival organisation is headed by its Director, José Luis Rebordinos.

The San Sebastian Festival is accredited by the International Federation of Film Producers Associations, FIAPF www.fiapf.com in the “Competitive film festival” category.

The 61st edition of the San Sebastian Festival will take place in the city of San Sebastian from 20-28 September 2013.

ARTICLE 1

The San Sebastian Festival seeks to make a positive contribution to the development of the film culture and industry.

ARTICLE 2

Films in Progress is an activity for industry professionals which aims to facilitate the completion of Latin American feature films at the post-production stage and to foster their international circulation.

These works are screened for a strictly professional audience: producers, distributors, exhibitors, buyers, TV networks, technical industries, aid funds, festival programmers and institutions, in order that the aforementioned may help them to achieve completion, distribution and public exhibition.

ARTICLE 3

Films in Progress is open to feature films totally or partially produced by Latin American countries and currently at the post-production stage.

ARTICLE 4

Films in Progress is a joint initiative by the San Sebastian Festival and the Cinélatino, Rencontres de Toulouse organised into twice-yearly meetings:

  • The second, in September, during the San Sebastian Festival.

The calls for both editions are circulated to databases containing contacts for industry professionals; they are also announced in the media and on the websites of both events.

ARTICLE 5

In both calls the films are jointly selected by the selection committees of the San Sebastian Festival and of the Cinélatino, Rencontres de Toulouse.

A final selection of 6 films for each call will be chosen from the candidates submitted. The organisation reserves the right to increase this number where it deems appropriate.

The decision taken by the selection committees regarding the chosen projects is final.

ARTICLE 6

All films selected for Films in Progress will receive a certificate of participation from the San Sebastian Festival Management.

ARTICLE 7

The San Sebastian call for Films in Progress is governed by the following conditions:

  • The producers or representatives of a film can submit their entry, free of charge, by duly completing the online submission form. To do this they must previously have accepted the conditions appearing in the rules & regulations.
  • A film can be selected for a maximum of two Films in Progress calls.
  • In the event that a film has participated in another edition of Films in Progress, its producers or representatives must contact the Festival industry department before completing the online submission form, at:

  • The producers or representatives must send 3 DVD copies of the filmed material, within the given deadline, to the following address:

None of the material received will be returned. The envelope containing the material must be clearly labelled: “Material with no commercial value. For cultural use only”. The Festival will take no responsibility whatsoever for the delivery costs.

Either that or they can provide the link to a website from which the film can be downloaded or viewed.

During the submission and selection process for one of the calls, a second version of the working copy can be accepted, provided that such a qualitative change is justified. Under no circumstances will more than two versions of a same film be accepted.

  • If the film is not in the Spanish language, it must come with Spanish, English or French subtitles.

ARTICLE 8

Films selected for Films in Progress San Sebastian compete for the Films in Progress Industry Award, presented by the companies: Daniel Goldstein, Deluxe, Dolby, Láserfilm Cine y Vídeo, Nephilim Producciones, No Problem Sonido and Vértigo Films. The award consists of the post-production of a film until obtaining a print (DCP or 35mm, to be confirmed) subtitled in English and its distribution in Spain.

The Films in Progress Industry Award will be announced at the Films in Progress Closing Gala and presented at the Festival Closing Gala.

ARTICLE 9

Participation in Films in Progress implies:

  • Once these rules and regulations have been accepted, acceptance, where appropriate, of the Films in Progress Industry Award.
  • Having duly completed the online submission form, which can be found in The Industry Club section of the official Festival website: www.sansebastianfestival.com.
  • The undertaking, accepted by all selected films, to include the Films in Progress logo and the phrase “with the support of Films in Progress San Sebastian-Toulouse”, in the opening credits of the final copy and in all promotional material accompanying the film. The logo is available on the Festival website.

ARTICLE 10

Once a film has received an official invitation from the Festival Director, the producers or representatives of the selected films must confirm their attendance by duly updating, completing the online submission form no later than 12 August 2013.

The Festival will recognise the person who signs this confirmation as the sole representative in negotiating all aspects related to participation of the film in the event and as the sole responsible as opposed to other companies or individuals to have participated in producing the film.

Confirmation by the producers or representatives of the selected film means that they cannot withdraw their film from the programme and that they irrevocably accept all regulations established by the Festival Management.

ARTICLE 11

The invitation made to each film selected by the San Sebastian Festival will remain strictly confidential between the Festival Management and the producers or representatives of the invited film until such time as the Festival decides to make an official announcement in this regard.

The complete San Sebastian Festival programme and all screening times are exclusively decided by the Festival Management Committee.

ARTICLE 12

The producers of the selected projects undertake to confirm their presence and that of the film’s director during the event dates.

ARTICLE 13

The documentation required by the Festival for its press releases, official catalogues and website will be extracted from the online submission form, which must be duly completed no later than 12 August 2013.

ARTICLE 14

The producers or representatives of invited films must send the selected copies to be screened at the Festival, 15 days prior to the date on which the event is due to begin, to the Festival Industry Club at its main offices:

The formats accepted for works participating in Films in Progress are, exclusively: DCP, DigiBeta and HDCAM (standard).

If the format is DCP, the Festival Technical Department will send the server certificate to the producers or representatives of the film in addition to the coordinates for receiving the KDM.

ARTICLE 15

The copies will be presented in original version. If the original version is in Spanish, the subtitles must be in English. In the case of other languages, the subtitles must be in Spanish.

The cost of subtitling the copy will be paid by the producers or representatives of the film.

When the original version is not in Spanish, the Festival will provide additional electronic subtitling in English for films subtitled in Spanish. To do this, we will require a DVD of the final original version of the film with subtitles in English and the corresponding list of subtitles in English.

The screening of this electronic subtitling will be carried out by the subtitling company hired for this purpose by the Festival.

ARTICLE 16

The Festival Management reserves the right to reject copies found during control by its Technical Department to be unsuitable for screening. In the event of irregularities in the copies, the Festival Management will issue the film owners or representatives with the corresponding technical report.

The transport and insurance costs of the copies of selected films will be paid by the participant until their arrival at the Festival offices or at the premises of its customs agent.

The San Sebastian Festival will insure the copies from the moment of their arrival at the Festival offices or at the premises of its customs agent, until such time as they are returned.

If the film format is DCP, the cost of generating KDMs will also be the responsibility of the producers or representatives of the film.

The cost of returning films selected for Films in Progress will be paid by the participant. Returns will be made when all of the films selected in Films in Progress have been screened.

ARTICLE 17

The organisers reserve the right to make selection proposals, within their respective programmes, as regards films which have participated in Films in Progress.

ARTICLE 18

Accredited industry professionals attending the Festival will receive special attention at The Industry Club. Here, a team of professionals will provide them with all possible means to facilitate their work.

ARTICLE 19

In the event of disagreement (related to organisation or running of the event) or failure to comply with these rules and regulations, the Festival Management reserves the right to the final decision based on the FIAPF regulations for international film festivals.

In the event of discrepancy in the interpretation of these rules and regulations, the Spanish version will apply.

All doubts arising from the interpretation of these rules and regulations will be solved by the San Sebastian Festival Management.
